Hybrid Meeting AV for Legislative Hearing Rooms and Council Chambers in Arizona

Hybrid meeting AV for legislative hearing rooms and council chambers

EAR Professional Audio Video, in Tempe, Arizona, designs, installs and supports hybrid meeting AV for government meeting rooms, including more than a dozen Arizona State Legislature hearing rooms and chambers at the Arizona capitol complex, run by Arizona Capitol Television, and the City of Phoenix and City of Glendale council chambers. The systems let members and the public take part in person or remotely, while every meeting is broadcast, streamed, captioned and recorded.

Arizona State Legislature and Arizona Capitol Television

Arizona Capitol Television and the Arizona State Legislature: at the Arizona capitol complex in Phoenix, EAR Professional Audio Video designed, installed and supports the AV systems for the House and Senate chambers, hearing rooms and caucus rooms, all run from the Arizona Capitol Television broadcast center. The rooms are connected by high-speed fiber and broadcast hundreds of hours a month while the Legislature is in session.

  • 2016–2017, original build: Crestron control and digital media switching with touch panels in every room; line-array speakers and amplification; large-venue projection in the chambers; broadcast lighting with Crestron gallery lighting control; Listen Technologies hearing loops; a Crestron interface to the voting system; and independent House and Senate audio control from the broadcast center.
  • 2018, digital audio: all analog audio processing replaced with Crestron AVIA Dante DSPs, on a 10-gigabit network.
  • 2020–2021, hybrid meetings: EAR Professional Audio Video configured the first hybrid hearing in July 2020, mixing room microphones with Zoom, showing remote members on room displays and sending podium presentations to both audiences. The design was rolled out to the House and Senate meeting rooms and chambers, and a Crestron “Zoom mute” control was added so remote audio can be managed without affecting the broadcast.
  • Streaming and captioning: EAR Professional Audio Video integrated the Invintus streaming and archive platform, with live and on-demand closed captioning and more than 10,000 hours of archived meetings captioned.
  • 2022–2026, upgrades: 4K PTZ cameras, HEVC encoding and 12G fiber transport, an IPTV system for the House, and a new House studio with a Planar LED video wall, Vizrt TriCaster Vizion and Panasonic 4K cameras.
  • Ongoing support: monthly engineering and Crestron programming, and annual planning with the broadcast team before each legislative session.

City of Phoenix council chambers

City of Phoenix: since 2012, EAR Professional Audio Video has managed and installed broadcast systems for the City of Phoenix council chambers and its government channel, City Channel 11. The chambers use Panasonic PTZ cameras controlled from the City Channel 11 studios over city fiber, broadcast lighting, automated multi-camera production, intercom and an assistive listening system. Later work included HD migration, playout and production upgrades, live streaming encoders and a Ross Video switcher. EAR Professional Audio Video holds a 2026 Broadcast AV Contract with the City of Phoenix.

City of Glendale City Council chamber rebuild, 2026

City of Glendale: in 2026, EAR Professional Audio Video rebuilt the broadcast and video production system for the City of Glendale City Council chamber, purchased through national cooperative contract 1GPA 22-02PV. EAR Professional Audio Video designed, supplied, installed and commissioned the system and trained city staff:

  • Cameras: Panasonic AW-HE145 PTZ cameras on anti-vibration wall mounts
  • Production: a Vizrt TriCaster production system with a new control-room interface, program monitoring and a streaming encoder
  • Transport: Evertz 12G and fiber links between the chamber and the city’s Channel 11 media production center, returning the captioned program to the chamber displays
  • Signal management: a video patch bay for control-room routing

The chamber returned to service for council meetings in August 2026, with meetings carried on Glendale’s government channel with English and Spanish captions.
