Public meeting archives and ADA Title II
Agencies that post recorded meetings should plan archives with captions in mind. Older recordings can be exempt as “archived web content” only if all four conditions in 28 CFR 35.104 are met, and meetings held after the compliance date don’t qualify. Do archived public meeting videos need captions under ADA Title II?
Older recordings can be exempt as archived web content only if they were created before the compliance date, are kept only for reference, research or recordkeeping, are not altered after archiving, and are stored in an area clearly marked as archived (28 CFR 35.104). Meetings held after the compliance date don’t qualify, and an archived video may still need captions when someone requests it.

Yes.
